Definition of the Fakir Asnaf

The Fakir Asnaf refers to a Muslim who has no wealth or income, or has wealth or income but it does not reach 50 percent of the minimum subsistence needed for themselves and their dependents.

Defiinition of Asnaf Gharimin

Gharimin refers to Muslims who are in debt to meet their basic personal or family needs, or for the benefit of the community, and who are unable to repay it.

Muslims who incur debt to cover essential needs for themselves or their dependents, or those who take on debt to resolve community issues, and who require assistance:

  1. The debtor is unable to repay the debt.

  2. The debt must be for a permissible and lawful (syarak-approved) purpose.

  3. The debt has reached its due date for repayment.

Definition of Asnaf Ibnu Sabil

Ibnu Sabil refers to a Muslim who runs out of funds while starting or during a journey that brings benefit and is permissible according to Shariah, under the following conditions:

  1. They run out of provisions during their journey.

  2. They are unable to use their wealth to continue the journey.

  3. They require basic necessities for travel.

  4. They are stranded during the journey.

Objective

Helps to cover the cost of living each month for the Fakir/Poor group who meet the specified criteria.

General eligibility requirements:

  • The head of the family is registered as a fakir/poor asnaf; and
  • The head of the family has no income, or has income but it is insufficient, and inherited property; or
  • The head of the family lives alone or has many dependents.

Distribution method:

Payments are made directly to the head of the family through 3 channels:

  • Bank Account

Objective

Helps support the monthly cost of living for the Poor/Needy who meet the specified criteria.

General Eligibility Conditions:

  • The head of the household is registered as asnaf (eligible recipient) under the poor/needy category, and
  • The head of the household has no income, or has income but it is insufficient, and has no inherited assets, or
  • The head of the household lives alone (sebatang kara) or has many dependents.

Distribution Method:

Direct payment to the head of the household through 3 channels:

  • Bank Account
  • E-Wallet
  • Cash

Monthly Food Assistance Form​

House Rental Assistance

Objective

To help cover the cost of renting a house/room for the Poor/Needy so they can have proper accommodation/shelter.

General Eligibility Conditions:

  • The head of the household is registered as asnaf under the poor/needy category, and
  • Priority is given to heads of households who have dependents and have no place of shelter, or
  • Heads of households who have no income, or have income but it is insufficient to pay rent
  • The room/house to be rented must have clear ownership

Hari Raya Token Gift

Objective

Provides assistance to the Poor/Needy (asnaf fakir/miskin) in the lead-up to Ramadan and Hari Raya Aidil Fitri.

General Eligibility Conditions:

  • The head of the household is registered and active as asnaf under the poor/needy category.

Distribution Method:

  • Distribution to the head of the household is through 3 channels:

  • Bank Account
  • E-Wallet
  • Cash – (for heads of households who are elderly/fragile)

individual House Construction

objective

Helps fund the construction of houses for the Poor/Needy who do not yet have a home, or whose existing home is too dilapidated and unsafe to live in due to the following factors:

  • 100% destruction of the residence due to fire or natural disaster
  • Dilapidated residence that compromises the safety of the occupants

  • The head of the household is registered and active as asnaf under the poor/needy category.
  • Priority is given to heads of households who are under 65 years old, or
  • Have four (4) or more dependents, or
  • Are living with parents or relatives who have more than four (4) dependents, and
  • Own land/property in the name of the head of the household or their spouse, or

Primary/Secondary School Fee Assistance

Helps cover the costs of school fees and the purchase of educational necessities for the children of Poor/Needy (asnaf fakir/miskin) in government or registered schools.

Distribution Method:

  • The head of the household is registered and active as asnaf under the poor/needy category.
  • Dependents’ school enrollment status has been verified by the relevant authorities.
  • Attending federal/state government schools or schools registered with the Selangor Islamic Religious Department.

Distribution Method:

Payment to the Head of Household and Vendors as follows:

  • School Fees – payment is made directly to the head of the household through:
    a) Bank Account
    b) E-Wallet
    c) Cash
  • KPS (Clothing Assistance Program) – distribution is through a third party. Clothing redemption can be done at supermarkets approved by LZS via e-wallet.

Primary/Secondary School Fee Assistance form

Educational Assistance

Objective

Helps students with their daily learning so they can fully focus on their studies. Provides solutions for Poor/Needy (asnaf fakir/miskin) dependents to continue their schooling in fully residential schools.

General Eligibility Conditions:

  • The head of the household is registered and active as asnaf under the poor/needy category, and
  • Dependents have received offers to study at Fully Residential Schools (SBP), Maktab Rendah Sains Mara (MRSM), Religious Secondary Schools (SAM), or Maahad Integrasi Tahfiz Selangor (MITS).

Distribution Method:

Payment to the Head of Household or Dependents (Monthly Allowance) and to the School – Parent-Teacher Association (PIBG)/School Cooperative (Registration Fees, Boarding Fees, Cooperative Fees) through the following methods:

  • Bank Account

Educational Assistance Form

House Repair Assistance

Objective

Upgrades the homes of Poor/Needy (asnaf fakir/miskin) who live in dilapidated houses, or provides special modifications for patients/disabled/elderly to ensure their comfort.

General Eligibility Conditions:

  • The head of the household is registered and active as asnaf under the poor/needy category, and
  • The existing house has legal ownership in the name of the head of the household or their spouse,
  • The head of the household lives or will live in the house to be repaired,
  • The house is dilapidated/weak but still suitable for repair, or
  • The house requires special modifications to accommodate the needs of patients/disabled/elderly.

Distribution Method:

Payment is made to panel contractors appointed by the Selangor Zakat Board.

House Repair Assistance Form

Medical Assistance

Objective

Distribution allocated to the Poor/Needy (fakir/miskin) and their families (husband, wife, children/dependents) to cover medical treatment costs, including surgery, purchase of medical equipment, and prosthetic limbs.

General Eligibility Conditions:

  • The head of the household and dependents are registered and active as asnaf under the poor/needy category, and
  • Do not receive assistance, or receive assistance but it is still insufficient to cover medical treatment costs.
  • Priority is given to treatment cases at Government Hospitals / KPT Hospitals or Government Clinics only. Treatment at Private Hospitals may be considered for cases referred by Government Hospitals, critical cases, or as investigated by LZS.
  • Assistance is not provided for the following treatments :
    a) Alternative treatments
    b) Cosmetic treatments
    c) Pre-natal/Delivery treatments
    d) LASIK eye treatment

Distribution Method:

Payment is made to the hospital or pharmacy.

Helps to alleviate the burden/debt of Poor/Needy (fakir/miskin) individuals in urgent need.

General Eligibility Conditions:

  • The head of the household and dependents are registered and active as asnaf under the poor/needy category, and
  • Verified to be facing issues such as:
    a) Daily food and drink expenses
    b) Medical/treatment expenses
    c) Transportation expenses
    d) Educational expenses
    e) Housing expenses

Distribution Method:

Payment is made to the head of the household/spouse or service provider (vendor).

Personal Necessities Assistance form

Capital Assistance

Helps provide initial financial resources to Poor/Needy (asnaf fakir/miskin) individuals who wish to run a business in order to generate daily income and improve their socio-economic status.

General Eligibility Conditions:

  • The head of the household and dependents are registered and active as asnaf under the poor/needy category, and
  • Have business experience or interest in running a business,
  • Under 65 years old and in good physical health.

Distribution Method:

Payment is made directly to the head of the household/dependent for working capital (via bank account) or to the vendor for the purchase of business supplies.

Funeral Management Assistance

Objective

Helps provide initial financial resources to Poor/Needy (asnaf fakir/miskin) individuals who wish to run a business in order to generate daily income and improve their socio-economic status.

General Eligibility Conditions:

  • The head of the household and dependents are registered and active as asnaf under the poor/needy category,
  • Under 65 years old and in good physical health.

Distribution Method:

Payment is made directly to the head of the household/dependent for working capital (via bank account) or to the vendor for the purchase of business supplies.

Funeral Management Assistance form

Basic Religious Class Attendance Allowance

Encourages muallaf (reverts to Islam) to receive continuous weekly Islamic guidance based on the prescribed curriculum.

General Eligibility Conditions:

  • Must have embraced Islam in Selangor and be registered with MAIS; or registered with MAIN/JAIN for muallaf outside Selangor.
  • Reside in Selangor. Duration of residence in Selangor of less than 1 year may be considered for this assistance.
  • Must be a Malaysian citizen.
  • Still within the Muallaf Call Period as per the Selangor Fatwa.
  • Children of muallaf (born to muallaf parents) who are still dependents can receive this assistance.
  • Attend the Fardhu Ain Muallaf Class organized and recognized by the Selangor Zakat Board, either physically or online.
  • Muallaf attending/joining KFAM organized by approved NGOs recognized by LZS are eligible to receive this assistance.

Distribution to participants/students is through 3 channels:

  • Cash – (for recipients who are elderly/fragile)

Muallaf Scholarship

Higher Education Within the Country:

Helps cover the tuition fees for children of muallaf (asnaf) to pursue full-time studies at institutions of higher learning (IPT) within the country.

Higher Education Abroad:

Provides financial assistance to asnaf muallaf with potential to pursue studies abroad (Egypt, Jordan, Morocco, and selected countries only).

Asnaf Fakir dan Miskin:

  • Must be listed as asnaf fakir/miskin with LZS.
  • The circumcision procedure must be carried out at a government/private clinic/hospital or relevant agency.
  • Dependents who are not Malaysian citizens are eligible for this assistance provided they have valid entry documents, subject to verification/investigation by officers.

Asnaf Muallaf:

  • Must have embraced Islam in Selangor and be registered with MAIS; or registered with MAIN/JAIN for muallaf outside Selangor.
  • Reside in Selangor. Duration of residence in Selangor of less than 1 year may be considered for this assistance.
  • Must be a Malaysian citizen.
  • Still within the Muallaf Call Period according to the Selangor Fatwa.
  • Muallaf children (aged 18 years or below) are eligible for this assistance.

  • Carry out welfare programs and activities to promote Islam.
  • Priority is given to programs/activities conducted in the state of Selangor.
  • For NGO-i and welfare/da’wah bodies applying for annual contributions, they must be registered/appointed with/by the Majlis Agama Islam Selangor/Jabatan Agama Islam Selangor and submit a complete profile.
  • Annual contribution recipients must submit a full report of the programs implemented along with the latest statements to LZS.
  • Criteria for welfare homes/organizations eligible for an annual grant are as follows:

    - Individuals about to begin a journey

    - Muslim refugees (UNHCR) who have run out of funds (assistance provided through registered associations at appropriate rates)
    - Individuals requiring basic facilities during travel, such as lodging in hospitals, traveler hostels, etc.
    - Children left unattended during a journey
