Use of Zakat Funds for Tahfiz Classes in Prisons

Based on the Selangor State Zakat Distribution Management System Fatwa 2013, fisabilillah refers to struggles, efforts, and activities aimed at upholding and defending the religion of Allah.10

Among the objectives of zakat distribution for asnaf fisabilillah is to support efforts to strengthen Islamic education, understanding, and appreciation within the community.

The organisation of Tahfiz classes in prisons for selected inmates is one such effort to honour the Qur’an and bring Muslims closer to Allah’s revelation, which is full of Shariah guidance, teachings, remedies, mercy, and protection from misguidance. Indirectly, this also supports da‘wah and tarbiah efforts that provide significant benefits (maslahah) to the Muslim community. This initiative aligns with the definition of fisabilillah as previously stated.

Therefore, the Internal Shariah Secretariat (DSD) is of the view that the organisation of Tahfiz programs in prisons may be supported using zakat funds, covering costs such as stipends for Tahfiz instructors, student attendance allowances, and class-related equipment expenses.

In conclusion, the use of zakat funds for organising Tahfiz programs in prisons is permissible, as the program constitutes a da‘wah effort and meets the definition and criteria of asnaf fisabilillah.
