Based on the Selangor State Zakat Distribution Management System Fatwa 2013, fisabilillah refers to efforts, struggles, and activities aimed at establishing and defending the religion of Allah.¹⁰ Among the objectives of zakat distribution to the asnaf fisabilillah is to support initiatives that strengthen Islamic education, understanding, and practice within the community.
The organisation of Tahfiz class programs in prisons for selected inmates is one such effort to elevate the status of the Qur’an, thereby bringing Muslims closer to Allah’s revelation, which is full of Shariah, guidance, healing, mercy, and protection from misguidance. Indirectly, it also supports dakwah and tarbiah initiatives that bring significant benefit (maslahah) to the Muslim community. This effort aligns with the definition of fisabilillah as stated.
Therefore, the Internal Shariah Secretariat (DSD) is of the view that the organisation of Tahfiz programs in prisons may be supported using zakat funds, covering costs such as teacher allowances, student attendance stipends, and related classroom equipment.
In conclusion, the use of zakat funds for Tahfiz programs in prisons is permissible, as these programs constitute a dakwah initiative and meet the definition and criteria of asnaf fisabilillah.
