Based on the Selangor State Fatwa Committee Meeting dated 4 October 2016:
“Non-Governmental Organizations (NGOs) or individuals appointed by any party other than the Selangor Islamic Religious Council (MAIS) and Lembaga Zakat Selangor (LZS) to collect zakat in Selangor and distribute it outside Selangor without the permission of the ulil-amri are not valid according to Shariah and contradict existing legal provisions.”
Based on the Selangor State Fatwa Committee Meeting dated 9 April 2007:
“From a Shariah perspective, distributing zakat privately without going through the government is permissible if it is given to eligible Asnaf. However, acting against the regulations and laws set by the authorities in matters of charity is sinful, because in Islam, obedience to the government or ulil-amri in matters of goodness is obligatory.”
