A brother cannot pay zakat directly to his sister who shares the same father but has a different mother. This is because the brother is considered a liable heir who would be responsible for providing maintenance to his sister if their father is unable to do so or has passed away.
However, the payment of zakat in such a scenario is permissible only if there are no other eligible heirs available to assume the responsibility of maintenance for her.
